Retirement of Owncloud and Nextcloud in EPEL7

Hi,

Due to the minimal PHP versions being bumped to 5.6+ and the inability
to make use of SCL in EPEL both owncloud and nextcloud will be retired
from EPEL7 after the next release.

A note will be added in the docdir about the retirement.

Users of owncloud or nextcloud in EPEL7 are advised that they should
either switch to upstream builds or remirepo to continue using
owncloud or nextcloud on their EL7 systems.

An alternative coming up will be a docker container using the Fedora
Layered Image Service to run owncloud or nextcloud on a Fedora runtime
in docker on their EL7 systems.

More details of that option will be made available in due course.
