In this case it's even worse, getting "System halted" dracut errors and
it does not make it into Anaconda.

For me these combinations work on RHEL 7.1:

1)
ip=192.168.100.68::192.168.100.1:255.255.255.0::primary:none ifname=primary:<MAC>

2)
ip=192.168.100.68::192.168.100.1:255.255.255.0:::none
 ksdevice=<MAC>

3)
"ipappend 2" in PXE config
ip=192.168.100.68::192.168.100.1:255.255.255.0:::none
