It's not the character count, it's the 'disallow weak passwords'. I 
can deal with 11111111 instead of 111111, but correcthorse is more of a
pain (if libcrack or whatever still allows it, even).

It's also not consistent with other components, not that we've ever 
managed to get them all entirely consistent. gnome-initial-setup 
allows weak passwords with a small warning, and it creates an admin 
user.
