I'm concerned about the additional difficulty that would entail in backporting features to RHEL.

Well, cloud-init would add new visible end user features.  Python 3 is a much more indirect end user benefit.

I suspect at a higher level, a Python 3 effort would likely consume most of Anaconda's resources for the Fedora 22 timeframe, and leave comparatively much less time for major features.
