It would be nice, but anything that deals with mounting (eg. mounting
the disk.img file) has to be run as root. We could try to split off the
parts that need root, but I think that the extra complexit ywould end up
making the code harder to maintain.

We have never supported cross-release creation of things. There are too
many details to keep track of which would make maintenance a nightmare.
With the image creation tools (livecd-creator, livemedia-creator, etc.)
I recommend that they be run on the same release as what is being
targeted in order to minimize problems. The one exception to this is
Lorax which can make install media for the next release.
