Hey all - Lennart Poettering mentioned this systemd feature to me: http://www.freedesktop.org/wiki/Software/systemd/localed It's a systemd-provided D-Bus interface for setting the keyboard in both X and console. Basically we'd want to use SetX11Keyboard() with convert=true, which will set both things for us. Easy!
