PATCH 1/2 adds a "backend code" for adding and removing layouts. One note on exceptions: there are intentionally not catched, because they should never be raised. Let's see if its true and if not, add except blocks showing warnings. The real backend code setting up chosen layouts for the installed system will come later this week. Unfortunately the only reasonable way is to add a configuration file to the /etc/X11/xorg.conf.d/ directory. Then it is up to Gnome, KDE and others to use it for initialization of users' settings. I'm going to file bugs if these environments are not working this way.
