[PATCH] set PROXY environmental variables (#800388)

pre/post scripts can now use the following environmental variables:
PROXY
PROXY_USER
PROXY_PASSWORD

When no proxy user or password is set the _USER and/or _PASSWORD
variables will be set to a blank string.
