Ah, I think I see now. I was looking at the kickstart handling of noipv6
where it writes dev.set(("IPV6INIT", "no")) to the config file and
thinking it would be better to handle it like that, but that's going to
disable it per-interface not for the whole system.
So I'll ACK that.
