Note that due to a bug in rsyslogd it currently won't work with
forwarding (when tcp forwarding is on then rsyslogd sigsegvs when being
HUPed). I am chasing the maintainer to fix this (he is sitting 20 meters
away from me).


While the bug is on its way to be fixed, having a discussion with the maintainer revealed that SIGHUPing rsyslogd can make it lose some of its internal message queues---this could manifest itself as missing log messages on the remote machine.

I reworked the patch to spawn a new rsyslogd instance for the time of the backend's run.
