Some of the problem here is that we have discussed this as part of overall planning for <insert RHEL here> but there are parts of the conversation I won't send to a public mailing list like this one. We probably can learn to have this conversation differently next time. FWIW, I agree with Martin that we need his approach for now, which is isolated, and can rip it out and switch over to a pure RPM-based one later. Having RPM in the loader is a clear win for anyone who later decides to use it for something else. It will also allow us to finally just install the RPMs (as you say) without doing anything differently and allow for things like assistive scripts in the RPM too.
