FYI, my point was that people will differ on what to use /export for.  I
don't think we should be creating a default /export at all.  Just create
a default /home.  Those who prefer otherwise will create it.

The idea here is that people should keep their user data separate by
default.  A default /home is a great way to do that.  Making suggestions
outside of /home will invoke a lot of differing opinion.
