[PATCH] Support upgrading when the language isn't in lang-table (#528317).

This patch attempts to grab the language and keyboard from the running system
during an upgrade.  This fixes the case where the user's set their $LANG to some
local dialect that's not listed in lang-table.  If we still can't grab the right
settings, we just fall back to the default.

It's completely untested because preupgrade hates me today.  I wouldn't want to
commit to f12-branch, either.
