The format tools are called mkfs.foo not mkfs_and_update_part_table_entry.foo.
Expecting the mkfs tools to do this is crazy, as where to store the type and
how it looks like differs from partition table to partition table, for msdos
labels it is a byte, for gtp a guid, for mac tables a string, for ...
