Does this happen on a regular system shutdown/reboot?

Also, this is kind of unfortunate as it will be a point of latency for
people and they're going to think that things are just hung.  Is there
any sort of progress display that we can give (and if it's safe to
just hit the reboot if you're willing to take the performance hit
afterwards, we should say so)
