anaconda just pulls in /etc/gtk-2.0/gtkrc explicitly.  There are no
other packages in fedora that provide that file.  There's no trademarked
content in there so spins aren't compelled to replace it.  They could,
and if they did they'd want to define cursor theme explicitly too, but
there's no other existing content in the OS we need to change.

If a spin really did want to replace the gtk theme in the installer,
they would probably need to fix anaconda itself, as Bluecurve is called
out explicitly in at least one place.
