Even if they are not generated people upgrading to newer Fedora release after
the initial release date will likely activate the updates repo as well. IMHO
upgrades should take advantage of delta rpms and include the yum-presto plugin
in the anaconda-yum-plugins package. How that plays with pre-upgrade ? (i've
never used it).

Please let me know what do you think about this idea.

I think that would massively increase the memory requirements of the install.
