Well, Anaconda doesn't necessarily use it anymore, in Fedora.  The only
thing that did use it was splittree (well it used the output of
pkgorder) and splittree has been moved to Anaconda as well.

Given that pkgorder as it stands has hardcoded heavy Fedoraisms in it,
moving it to yum probably isn't the best of ideas.  I plan on re-writing
it at some point, and then it might make sense to move some of the base
functionality to yum, but keep the input configuration in compose tools
like pungi.  It's a lower priority than some of the other stuff on my
plate right now though.
