Fix a logic problem with network file write-outs

More tweaking of this area of code.  The logic that was either
there or I introduced fixed one case, bring up of network during
install, but it broke the case of writing out the configs after
the install.  I've re-worked the logic so that now it handles
both of these scenarios better.

I've tested with a local updates.img both a clean install
(network was brought up successfully, files were written out
correctly post-install) and with an install where prior to
package installation I manually created and modified the network
files that would have been written out (we correctly avoided
overwriting the files).

I also noticed that we write out these (and other?) files twice,
once during pre-install and once during post-install.  Will fix
this later.
