Could we even ditch the idea of updates.img and just have loader pull
down a new RPM of anaconda and use that? We could just use the updates
system for that.  I'm brainstorming here.

Well, we could rpm2cpio and then uncpio easily enough I guess to support anaconda-updates.rpm. But just doing the anaconda RPM probably isn't enough as we (with some frequency) have to update the external things we also care about like pykickstart, booty, ...
