Moving to NetworkManager for the initrd is really going to require an
overhaul of how our initrds work altogether and there are a few
outstanding questions that I'm not sure are solvable right now.  And I'm
not sure that's going to happen in a timely fashion and this lets us
finish killing libdhcp
