Probably punting is reasonable at least at first.

It won't avoid needing to download the metadata, but setting the cost in
the repo will make it preferred for package downloads.  Not downloading
the metadata gets a lot trickier, especially once you take into account
the fact that the tree you installed from is regularly only a subset of
the full repo.

And note that for media-based installs, we already copy over the repo
file from the top of the CD like this
