Joel is correct.  You should have a look at Pungi or Revisor to building a Fedora 7 based distribution.  genhdlist is from the days before anaconda used yum for the backend package manifest.  It hasn't existed since Fedora Core 4.  The new tools are very user friendly and make it really easy to create your own F-7 based distribution.
