yes buildinstall certainly is a part of anaconda-runtime but it has a bug that tries to re run the buildinstall file giving a op msg trying to run buildinstall again.... It has been mentioned many times on this list to patch buildinstall bi buildinstall.patch and that patch is no where to be found.

I don't know what patch you are referring to but buildinstall itself is
part of the anaconda-runtime rpm.
