Hello manilal,
I had the same problem (can't remember if it was with whiteout.py or
not) and I use the following command before I start creating a new pkgorder.
This command just sets the PYTHONPATH variable to /usr/lib/anaconda
(this is where all necessary files are located).
export PYTHONPATH=/usr/lib/anaconda
