Just to be sure there wasn't a depedency problem I did:

rpm --initdb --root /data/linux_build/buildcd/rhel3qu2
rpm --root /data/linux_build/buildcd/rhel3qu2 -ivh 
temp_distro/i386/RedHat/RPMS/*.rpm

And it installed just fine..  I'm really stuck.
