Rebuilding Fedora Core (hangs while scrubbing trees)

I've managed to rebuild fedora core disks using the stock rpm packages on 
the disks. When I begin including updated packages ( I haven't narrowed 
down which packages might be causing the problem, though I am trying.) 
The build proceeds normally until the "scrubbing trees" portion of build 
install, where it just hangs. The output I get before the hang looks 
normal:

The "file" process (23823) just stops, attaching it with strace gives no 
output, it appears to just sit and use cpu cycles. "top" reports 99% cpu 
usage until I kill the process.

I can manually run "file" against the entire 
/tmp/treedir.21789/instimage/usr/share/anaconda/help/ directory without 
any problem. 

As I said, it works fine with no updates. It also works fine with a 
limited subset of updates. I've removed all the glibc, kernel, and 
mozilla updates. Presently, it is hanging while trying to include the 
following updated packages: (all packages verify fine, passing signature 
and md5 tests.)
