buildinstall on RH9

Hello,

I'm trying to create boot floppies for RH 9 using anaconda-runtime's
buildinstall program.  When I run it, I see various errors and I wonder
which ones are actually problems:

Building bootdisk.img

Building main moduleball

The ppmtolss16 errors worry me most.  When I use bootdisk.img and
drvnet.img to boot my machine, I get the following error:

failed to read keymap information; illegal byte sequence

Alt-F3 shows the following:
going to set language to en_US.UTF-8
setting language to en_US.UTF-8
requested keymap us is not valid, asking
1 keymaps are available

My ks.cfg contains the following:
lang en_US
langsupport --default en_US en_US
keyboard "us"

The above values work for RH 6.2, 7.1, 7.3.  What is causing my failure
on RH 9.  I am going off the read the RH9 customization manual right
after sending this message.
