Just one idea - i think it needs to be the a redhat supplied grub src rpm.I think redhat patched grub with the splash screen feature and the grub maintainers havent integrated it into their package yet. (not sure on that!)
anyway - im 100% sure the redhat src rpms come with the splash.xpm.gz stuff.
