Well,  when I've created new rpm package of anaconda with correct copy of 
locales-list, the installation offers me full list of locales. Fine, 
workaround has born ...

genlocalelist (or what is its name) is the problem. I think that this script 
tries to print some lines of text for every locale (obtained by locale -a), 
but it limits locale list to the ones of form ab_CD ( the line /^[a-zA-Z]_/ 
|| next;) and I have only en_WHATEVER in my system ...

So it looks like you have install all locales to be happy .
