sure, and you may find many "mandatory" packages 
which are not required for a minimal install ;-)

eg: you don't need the "editors" group for a minimal install
but there are some "mandatory" packages in it.

packages are mandatory or optional only regarding a
group, nothing to do with your OS. In order to have a
"minimal install", _you_ will have to choose the packages
manually ...
