I have never looked into the problem, but there is "something" wrong
with that RPM.  I have a single disk custom CD I put together that also
has the j2sdk RPM.  Since it is single CD, I don't run split-distro, but
it kicks out an error when running the pkgorder script everytime.

It has not caused harm, so I have just ignored the pkgorder error and
never looked into the source of the problem.

Bottom line, I think it is deeper than not being in comps (the entry is
definitely in my comps file).  I am doing this on 7.3, BTW.  Probably
something with that naming structure or an error in the spec.
