AFAIK the only user of the comps.rpm is redhat-config-packages. Anaconda
tries to install it but doesn't seem to consider it too critical if the
install of comps.rpm fails. Anaconda itself uses the comps.xml + hdlist* 
files in RedHat/base to fetch the (same) information.
