the /usr/share/anaconda/locale-list on the second stage media
(stage2.img, netstg1.img) contains a list of locales to present on
that screen.  Unfortunately all UTF-8 locales were omitted from that
list.  The version of anaconda in development won't filter out UTF-8
locales -- it will default to using them.

If you select "Select All" on that screen, you'll get Thai support.
