Thai locale support?

Hi All,
     I have installed RedHat 7.3 on my computer. After already install, I try 
to set Thai locale in /etc/sysconfig/i18n like this:

     LC_ALL="th_TH.TIS-620"
     LANG="th_TH"
     XMODIFIERS="@im=Strict"
    SUPPORTED="th_TH:th"
    SYSFONT="none"
    SYSFONTACM="none"

    I logout and login again and run 'ls -l' command. It does not show 
date/time of Thai. It still show English data/time.

    After, I checked in /usr/lib/locales, it doesn't have locale directory 
"th_TH" and "th_TH.utf8". I try to use "rpm -ql glibc-common", it have these 
directory.
    After, I try to reinstall glibc-common again. It work!.

    Why doesn't anaconda  install Thai locale?
