The cards are ordered this way because the internal GPU happens to have the smaller number (as shown in the list output by lspci). The devices of a card are ordered this way for historical reasons. Anyway, it is not really possible to choose a default output device automatically. It has to be configured somewhere, and your problem appears to be that there are multiple sound system that each have their own configuration.
