A DAC outputs a stream at a single rate.  So when multiple streams are
mixed together, they must have a common rate.

The dmix plugin itself does not resample, but you typcially use a plug
plugin on top of it do take care of that.

You cannot change the final sample rate once the first application has
opened a dmix device.
