It's likely the device-internal mixer-matrix which - in your case -
seems to be setup to route everything to all channels.

Support for the mixer is still work in progress:

You can either compile the custom kernel-module which enables alsa-mixer
support for the Scarlett series (see above blog, or search the alsa-dev
list archive), or use some OS which is officially supported by Focusrite
and use the proprietary scarlett-mixer app to save some sane settings on
the device. When explicitly saved, the state will be retained between
power-cycles.
