The maximum (full scale) voltage output on Echo Layla3G audio card

Just to close the loop on this: I consistently measure just over 7 V peak and about
5 Vrms

But the Input ( Mic Input ) in XLR is just over 3Vrms.

I used alsamixer to turn up the volume all the way up for this device, but when I measure the output ... I got something like 300mV(rms) and I would expect this to be about 6.5-7.5Vrms (max).

(Oops, I overlooked your message in my overloaded mailbox)

114dB is the S/N ratio. The output level is either 1.28V (+4dBu) or 0.33V
(-10dBV), according to the setting of this control:

giu@Jay ~ $ amixer contents
[...]
numid=2,iface=MIXER,name='Line Playback Switch (-10dBV)'
  ; type=BOOLEAN,access=rw------,values=6
  : values=off,off,off,off,on,on
[...]
