There are known firmware bugs in several TI chips that have this
symptom, but that is unlikely to be your problem if it does not occur
with your other computers.

Do you have CONFIG_USB_EHCI_TT_NEWSCHED enabled?

The high-end Xonar cards are definitely better (if overpriced).
