global association of applications to default hardware

Hi,

Is there a means of globally associating applications (by executable name 
and/or path, say) with default ALSA hardware?  I have looked around, but 
without success.

What I have in mind is a GUI control program that presents a list of items, 
each of which associates an application with a default ALSA device.  I would 
like to be able to edit the list.  A text configuration file would also do.

Is such an association even possible?
