OK, so you're using Gentoo, here's what you do:

Do this:
# grep audio /etc/security/console.perms.d/50-default.perms

If you don't see this, this is the problem:

<sound>=/dev/dsp* /dev/audio* /dev/midi* \
<console>  0660 <sound>      0660 root.audio

Edit your pam file as necessary, restart, if you can afford to, to
make sure the changes take place (I'm really unsure how the changes
take place).
