You can only use the cockpit UI with fedora 30/31 or Centos 8. We never packaged/shipped it for centos 7, as there are requirements that can't be met namely python 3.5.
Also, looks like 389-ds-base finally got into EPEL 8, so we should have
some builds available very soon!
