Only the database tombstone/RUV entry is. So to see a backend database RUV you need to use "(&(nsuniqueid=ffffffff-ffffffff-ffffffff-ffffffff)(objectClass=nsTombstone))", but you don't need any "special filter" to search for entries under cn=config.
