This is possible right now through the use of ldifs being applied to cn=config. https://access.redhat.com/documentation/en-US/Red_Hat_Directory_Server/9.0/html/Administration_Guide/Managing_Replication-Configuring-Replication-cmd.html access.redhat.com has great resources, and RedHat Directory Server for all intents and purposes is the same as 389-ds-base.
