The workaround is "to apply periodic dummy updates" which are to be
replicated to the replicas. It would be ideal to do the dummy updates
every 10 fractional updates or so. If it is hard, it could be once in
an hour.

we had multimaste replication cfg with this system and was fine but
had to switch to fractional rep to exclude "memeberOf" plugin from and
this when I start seeing this error.
