In my case, what I want is both searches returning the exact same record.

Using 389-ds-base-1.3.3.1-20.el7_1 in centos 7.

This sounds like a bug.  It should already be case insensitive.  Please file a ticket at https://fedorahosted.org/389/newticket

I just tried and it is case insensitive, Also the err=32 refers to the bind dn and DNs are case insesnsitive, so I thin something else is going on
