The documentation is good, but unless I'm mistaken, it actually doesn't detail
the behaviour that I am asking about. No where on that page does it say that
"setting thing flag will reject add/mod/del/modrdn, and if configured correctly
will send a referral." 

Perhaps this is a candidate for clarification in the documentation.
