They can't make queries. The sockets open, but SSL isn't negotiated.
openssl s_client hangs at 

CONNECTED(00000003)

Sadly, we have restarted the instance in question already. However, if
it reoccurs I'll be sure to do this. I wanted to get some general tips
on how to debug the instance in case this does happen again.
