If that's true, then the permissions on any of the directories between / and /lib/dirsrv/slapd-master2/db/Project, inclusive, could have denied "nobody" the access it needed. You only posted /lib/dirsrv and /lib/dirsrv/slapd-master2/db/Project/DBVERSION. There are four other directories whose permissions matter.
